HOME Program
Home Investment Partnerships Program (HOME)
This program provides grant funds to eligible local government, local housing authorities and Community Housing Development Organizations for assistance in financing new construction or rehabilitation of individual homes or rental units, tenant based rental assistance, and other eligible activities. Grants are awarded through a competitive process once each year. HOME program staff also coordinate completion of the Consolidated Plan, which is a five year planning document, with annual updates, required by the Department of Housing and Urban Development in order to receive federal funds for many state programs.
The HOME program expands the supply of decent, affordable housing for low- and very low-income families; builds state and local capacity to design and carry out affordable housing programs; provides financial and technical assistance to participating jurisdictions, and strengthens partnerships among all levels of government and the private sector in the development of affordable housing.
HOME is administered by the Montana Department of Commerce (MDOC) Housing Division. This program allows tenant-based rental assistance; assistance to first-time home buyers; property acquisition; new construction; reconstruction, relocation, or demolition; building rehabilitation; site improvements; and other activities, in developing non-luxury housing.
All HOME funds assist families with incomes below 80% of the county median income. HOME funds are distributed on an annual competitive basis, with applications due during October. All cities (except Billings and Great Falls), counties, contiguous units of local government, and MDOC certified Community Development Housing Organizations (CHDOs) are eligible to apply for HOME funds. A minimum of 15% of HOME funds are set aside for CHDOs.
